What's the average handicap of players?

I had a quick look at the data in the CA database. There are 1510 current members who have a handicap recorded, their average handicap is 9.45, and the median is 9. Some of the handicaps are strange numbers, which is odd since people are invited on their subscription renewal to inform the office of their current handicap and changes should be reported by managers at tournaments, anyway, I report the unadulterated data first and an interpreted version second.
