Section 3: Roles

Purpose

  1. This document describes the roles of:
    1. National Safeguarding Officer
    2. Local Safeguarding Officers (LSOs)
  2. This document is part of the CA Safeguarding Adults at Risk Policy.

Role of National Safeguarding Officer

  1. The National Safeguarding Officer (National SO) is appointed by the Executive Board.
  2. The National SO will:
    1. Lead on the effective implementation of this policy and its procedures.
    2. Liaise closely with clubs, Federations and Academies to encourage good practice.
    3. Maintain a register of all members holding DBS Enhanced Certificates registered with the DBS Update Service.
    4. Monitor safeguarding activities to ensure the policy remains fit for purpose and where appropriate recommend changes.
    5. Report to the designated member of the CA Executive Board on any safeguarding issues, whilst ensuring confidentiality is maintained for specific cases.
    6. Raise awareness of this policy and its procedures.
    7. Challenge behaviour that breaches the policy or its procedures.
    8. Keep abreast of developments in the field of safeguarding.
    9. Ensure that all CA coaches have ongoing training in safeguarding.
    10. Advise on training opportunities for volunteers and coaches.
    11. Respond appropriately to incidents or concerns that relate to safeguarding.
    12. Maintain confidential records of reported cases and responses.
    13. Where required, liaise with statutory agencies and ensure they have access to all necessary information.
    14. Advise on issues of Regulated Activity and associated DBS checks.
    15. Manage the processes required by DBS checks.
    16. Act as the CA contact person on matters relating to safeguarding.

Role of Local Safeguarding Officers

  1. Clubs, Federations and Academies are required to appoint a Local Safeguarding Officer (LSO).
  2. The name and contact details of the LSO must be registered on the CA members' database.
  3. All LSOs are expected to liaise with the National Safeguarding Officer and other LSOs in spreading best practices.
  4. A Club LSO is required to:
    1. Work closely with the club's management to ensure that this safeguarding policy works effectively within their club.
    2. Advise their club's event and team managers, coaches and volunteers on their roles in safeguarding.
    3. Act as their club's contact person on safeguarding.
    4. Ensure all safeguarding incidents within their Club are correctly recorded and reported in accordance with CA policy.
    5. Identify when DBS Enhanced Certificates are required by a club member and work with the National SO to obtain them, ensuring they are registered with the DBS Update Service. (see Requirement for DBS Enhanced Certificates).
    6. Authorise any coaching activity with adults at risk.
  5. A Federation LSO is required to:
    1. Work closely with the Federation management to ensure that the safeguarding policies work effectively within their Federation.
    2. Advise on safeguarding training opportunities for coaches and volunteers.
    3. Provide guidance to clubs, with particular relevance for clubs new to safeguarding.
    4. Ensure all safeguarding incidents within their Federation are correctly recorded and reported in accordance with CA policy.
  6. An Academy LSO is required to:
    1. Work closely with the Academy management to ensure that this safeguarding policy works effectively within their Academy.
    2. Act as the Academy's contact person on safeguarding.
    3. Ensure all safeguarding incidents within their Academy are correctly recorded and reported in accordance with CA policy.
    4. Identify when DBS Enhanced Certificates are required by Academy coaches or volunteers and work with the National SO to obtain them, ensuring they are registered with the DBS Update Service. (see Requirement for DBS Enhanced Certificates).
